    Oakland Middle Harbor Enhancement Area

PROJECT DESCRIPTION:

The Middle Harbor Enhancement Area (MHEA) project provides for the dredging and placement of maintenance and new work dredged material from the Oakland Inner and Outer Harbor Channels to create approximately 190 acres of wetland habitat in the Oakland Middle Harbor, near the former Navy Berths.

The purpose of this project is to deepen the Inner and Outer Harbor Channels to the authorized 50-ft MLLW project depths to the required grades, in order to provide adequate depth and maneuvering room for vessels utilizing the waterfront facilities. The MHEA project is one facet of the 50-ft deepening project.

GBA SERVICES:

  • Analysis of coastal processes.
  • ACES modeling for breakwater design.
  • Hydrodynamic modeling (RMS-2) of nearshore flow patterns.
  • Define any assumptions to be used as a basis for the design and cost estimate.
  • Design the bulk fill plan (pre-consolidation fill contours).
  • Design jetty cross-section and alignment.
  • Determine the quantities of jetty foundation excavation and jetty rock quantity.
  • Determine the quantities to be excavated and the capacity of the site, as well as areas in the channel to be excavated as borrow sources.
  • Determine the dredging phasing and sequencing.
  • Prepare cost summaries.
  • Select the type and availability of equipment to do the work.
  • Analyze the material to determine characteristics affecting dredging production.
  • Determine the time required to do the work by application of production rates to the quantities involved, as well as the unit, dredging, transport, and disposal costs.
  • Determine the total cost as a product of the time required performing the work and the operating and ownership cost of the equipment selected.
  • Estimate the monthly operating and ownership costs of the equipment.
